Holder heads into the police department but finds his old office completely empty since Lt. Carlson had it cleared out. Holder checks his desk but all the evidence has been cleared. He calls Linden to let him know. Lt. Carlson then finds Holder there and says that the evidence and case has been transferred to county, adding that Holder should go home. Lt. Carlson laments that Holder isn't the bad one, it's just bad luck that he got paired up with Linden. Linden isn't so bad, Holder says but Lt. Carlson cites the fact that Linden was in a psychiatric ward for a month at one point because of her last case.
Outside Linden watches Gil Sloane leave the police department. Holder tries calling the county police to see if there is anyone around to let him see the evidence boxes. The person on the other end doesn't seem to be very helpful, so Holder hangs up. Linden suggests that they will just have to bypass the county police, but Holder reminds her that she's just been suspended. Linden and Holder head over to see Richmond and ask him to speak with Nicole Jackson in order to let the two officers investigate the casino more thoroughly. Richmond says that his relationship with Chief Jackson is no better than Linden's.
Holder says he will try again tomorrow to get to the evidence. Linden apologizes for what happened to Holder. Holder says it's okay, he's still Linden's partner. Linden heads off to her motel. She sees Jack's jacket in the backseat and cries, missing him.
DAY 22: Mitch gets out of a car and knocks on the door of David Rainer, Rosie's biological father. When he opens the door, David is surprised to see Mitch standing there. They talk about Rosie, who apparently came to visit him recently before she died. David appears to be unaware that Rosie has been murdered, continuing to describe Rosie in the present tense. David says that Rosie asked a lot about Mitch before she became a mother, how Mitch was when she was a young adult. David makes Mitch laugh as he recounts what he told Rosie.
Stan reviews more messages on his answering machine that are not very helpful. He then hears a message from Tommy's principal saying that the child was involved in a serious incident. Linden has slept in the car, so Holder knocks on the windows to wake her up. Apparently the Rosie Larsen files never made it to the county police department.
Gil Sloan returns to his apartment and finds everything in disarray. Holder is sitting at the table having a snack. Holder demands to know where the Larsen files are. But Gil says he doesn't know anything. Holder must have something on Gil, because he threatens to blackmail him if Gil doesn't say where the files are. But when Holder returns to the car, Holder says Gil doesn't know where the files are at all. While Holder was inside, Linden took the GPS from Gil's car so they re-trace some of his previous stops.
Nicole Jackson presents a plan to build a Native American museum and gift shop on the waterfront. Nicole says an endorsement of this plan will be met with an endorsement from Jackson. Nicole requests tax-exempt status on all tribal lands in the city as well. Richmond responds with his own additional request, letting Holder and Linden search the casino. Nicole refuses though and Richmond decides to end the talk.
The school principal tells Stan that Tommy killed a bird and that the child has been suspended for two weeks. Stan thinks that this is stupid, since Rosie was murdered three weeks ago, they should cut Tommy some slack. Stan also mentions that Mitch is absent, he can't keep Tommy at home. Holder and Linden arrive at a Greek restaurant. Holder says he has been here before and says that Gil has a storage locker conveniently located in the alley behind the restaurant. Stan yells at Tommy for his behavior. Stan threatens to keep Tommy at home instead of going out for Halloween. Tommy gets angry and yells back at his dad, blurting out that Rosie did far worse things and saying that he's glad she is dead. Well, Stan gets even more upset and slaps Tommy. The children reluctantly head home.
Jamie says they should negotiate with Jackson again but Richmond doesn't want to continue and wondering why he's running for mayor in the first place. Jamie says he won't win if Richmond doesn't bend his clean image a bit. Jack calls Linden to update her on school. Linden and Holder are still searching the storage unit. They eventually find the Larsen files and Rosie's key.
Meanwhile, David mentions to Mitch that Rosie was planning an unannounced trip to California to see the monarch butterflies. As Mitch leaves, David asks if Rosie is his child, but Mitch lies and says Rosie is Stan's. Back at the house, Stan apologizes to Tommy, and Denny, who doesn't want to come out of his room. Stan says he will not leave them. Stan says that Mitch will be back after she figures some things out.
Linden and Holder plan their infiltration into the casino.
Mayor Adams meets with Gwen that evening. Gwen tells Adams to back away from the waterfront project, saying that her father, Senator Eaton, will be easily influenced to vote against every one of Adams' political bills. Mayor Adams doesn't seem to budge – that is, until Gwen recants a memory of when she was 14 and Adams did something inappropriate. However, Adams laughs it off, saying Senator Eaton already knows.
For the first time in days, Mitch calls Stan, saying that Rosie hadn't been speaking to them for months. Mitch tells Stan about the letter to David and her meeting with him.
Meanwhile, when Mary doesn't show up at the back door as planned, to escort Linden inside the casino through the kitchen, Linden decides that Mary must have been scared so Linden starts to head in herself. Holder doesn't think it's a good idea, but he backs her up by causing a disturbance on the casino main floor, pretending he's drunk. Linden heads up the stairs and then to the elevator. After gaining access to the 10th floor, Linden calls Holder who is now back in the car. The area is indeed a construction site. She finds a large room with without the drywall up yet. Linden turns on a generator and Holder says it's the sound heard on Rosie's voice mail to Alexi. Linden figures Rosie came here to say goodbye to the city, she was on her way out of town. Linden figures Rosie also saw Michael Ames up there. This is where the murder might have happened. Linden looks around some more but Holder says that she needs to start leaving - from the car he sees lights up on the 10th floor. Linden says that there must have been a struggle here. She looks down to the floor and sees an access card with blood on it. The card belongs to someone from the city hall, but there is no name on it. She tries to reach it but can't get a hold of it. Holder tells her to turn off her flashlight to which she says it's off. Suddenly, someone knocks Linden out with a blow to the head.
Sarah's in a precarious position. Holder investigates to see if there is a connection between Rosie's murder and the Mayor's water front project. Stan tries to make amends. Richmond gets a boost in the polls.
Sarah and Holder are on the run after returning to the casino. Richmond and Stan make decisions that will change their lifes substantially.
Linden and Holder close in on the murderer. Richmond's campaign gets ready for Election Day. The Larsen family tries to salvage their lives and get back some sense of order.
In the next episode of The Killing entitled "What I Know", Linden and Holder close the case and the Larsen family finally finds closure. Richmond charts a new course.
